日本で会社を経営し、または事業の管理に従事する外国人の方のための在留資格です。2025年10月の制度改正により許可基準が大幅に厳格化されました。最新要件にもとづいた準備が不可欠です。
【重要】2025年(令和7年)10月16日から要件が大きく変わりました。
在留資格「経営・管理」の上陸基準省令等が改正・施行され、資本金要件が500万円から3,000万円へ引き上げられたほか、常勤職員の雇用、日本語能力、経歴、事業計画書の専門家確認など、許可基準全体が厳格化されています。すでに経営管理ビザをお持ちの方にも、2028年(令和10年)10月16日以降の更新申請から新基準が適用される経過措置が設けられています。
経営管理ビザとは
「経営・管理」は、日本で会社を設立して事業を経営する方、または企業の経営・管理業務(役員・管理者など)に従事する方のための在留資格です。起業家の方に広く利用されてきましたが、今回の改正により、事業の規模・実態・継続性をより厳しく審査する制度へと生まれ変わりました。
改正後の5つの主要要件(2025年10月16日〜)
1資本金・投下財産:3,000万円以上
申請に係る事業に用いられる財産の総額が3,000万円以上であることが必要です。法人の場合は株式会社の払込済資本金額(または合名・合資・合同会社の出資総額)を指し、資本準備金・資本剰余金・利益剰余金は含まれません。
個人事業主の場合は資本金の準備は不要で、事業所の確保費用、常勤職員の給与1年分、設備投資経費など事業運営に投下された総額で判断されます。複数の会社を経営する場合は、いずれか1社単独で3,000万円以上の規模が必要で、複数社の合算は認められません。
改正前:500万円以上 → 6倍への大幅引き上げ
2常勤職員1名以上の雇用
新たに1人以上の常勤職員の雇用が必須となりました。対象となるのは、日本人、特別永住者、および永住者・日本人の配偶者等・永住者の配偶者等・定住者の在留資格を持つ外国人に限られます。技人国などの就労系在留資格を持つ外国人は原則として対象外です。
常勤性は、週の労働時間30時間以上・年間217日以上の勤務、6か月継続勤務後の年次有給休暇10日以上の付与、雇用保険への加入などで判断されます。
改正前:常勤職員の雇用は必須ではなかった(資本金500万円で代替可)
3日本語能力(本人または常勤職員)
申請者本人または常勤職員のいずれかが、「日本語教育の参照枠」B2相当以上の日本語能力を有することが必要です。具体的には次のいずれかで証明します。
- 日本語能力試験(JLPT)N2以上
- BJTビジネス日本語能力テスト400点以上
- 中長期在留者として20年以上日本に在留
- 日本の高等教育機関(大学等)を卒業
- 日本の義務教育を修了し、高等学校を卒業
4経歴(学歴または実務経験)
申請者本人が、次のいずれかを満たす必要があります。
- 経営管理分野または従事する事業の関連分野の修士・博士・専門職学位(MBA等)を有すること
- 経営・管理業務における3年以上の実務経験(起業準備活動の期間を含む)
5事業計画書の専門家確認
事業計画書について、中小企業診断士・公認会計士・税理士のいずれかによる「具体性・合理性・実現可能性」の確認を受けることが義務化されました。申請人が経営する会社の役員・従業員による評価は、客観性の観点から認められません。
事業所・活動実態の審査も厳格化
自宅を事業所と兼ねることは原則認められなくなり、事業規模に応じた独立した事業所の確保が求められます。また、業務の大半を外部委託し、経営者本人の活動実態が乏しい場合は「経営・管理」の活動に該当しないと判断されます。
在留期間の更新時には、労働保険・社会保険の加入・納付状況、法人税等の国税・地方税の納付状況も確認され、労働基準法・最低賃金法違反があれば更新不許可の判断材料となります。
すでに経営管理ビザをお持ちの方へ(経過措置)

なお、「個人事業主は3,000万円の資本金を準備できなければ帰国しなければならない」という誤解が広がっていますが、出入国在留管理庁は明確に事実ではないと否定しています。個人事業主は資本金ではなく事業への投下総額で判断されます。不安を感じている方は、まず正確な情報にもとづいてご自身の状況を確認しましょう。
その他の実務上の注意点
- 2026年(令和8年)4月15日以降、カテゴリー3・4の申請では「所属機関の代表者に関する申告書」の追加提出が必要になっています。
- 特定活動44号(スタートアップビザ)・51号(未来創造人材)から経営管理ビザへ変更する場合、確認証明書の交付時点によって新旧どちらの基準が適用されるかが分かれます。交付日を必ずご確認ください。

Business Manager Visa
The "Business Manager" residence status is for foreign nationals who run a company or manage a business in Japan. The requirements were significantly tightened by the October 2025 reform — preparation based on the latest rules is essential.
[Important] The requirements changed dramatically on October 16, 2025.
The ministerial ordinance on landing criteria for the "Business Manager" status was amended: the capital requirement was raised from 5 million yen to 30 million yen, and new requirements were added regarding full-time employees, Japanese language ability, professional background, and expert review of the business plan. Current visa holders are also affected — the new criteria will apply to renewal applications filed on or after October 16, 2028 under transitional measures.
What is the Business Manager Visa?
The "Business Manager" status of residence is for those who establish and run a business in Japan, or who engage in the management of a company (as an executive, manager, etc.). It has long been the standard route for foreign entrepreneurs, but the 2025 reform transformed it into a system that scrutinizes the scale, substance, and sustainability of the business far more strictly.
The 5 Key Requirements (from October 16, 2025)
1Capital / Invested Assets: 30 Million Yen or More
The total assets used for the business must be at least 30 million yen. For corporations, this means the paid-in capital of a K.K. (or total capital contribution for a G.K. and similar entities). Capital reserves, capital surplus, and retained earnings do not count.
Sole proprietors do not need "capital" as such — they are assessed on the total amount invested in the business, such as office costs, one year of salary for a full-time employee, and equipment expenses. If you run multiple companies, at least one single company must meet the 30-million-yen threshold on its own; combining multiple companies is not allowed.
Before the reform: 5 million yen — a six-fold increase.
2At Least One Full-Time Employee
Hiring at least one full-time employee is now mandatory. The employee must be a Japanese national, a special permanent resident, or a foreign national holding one of the following statuses: Permanent Resident, Spouse or Child of a Japanese National, Spouse or Child of a Permanent Resident, or Long-Term Resident. Foreign nationals on working visas such as Engineer/Specialist in Humanities are in principle not counted.
"Full-time" is judged by criteria such as working 30+ hours per week and 217+ days per year, receiving 10+ days of paid annual leave after six months of continuous employment, and enrollment in employment insurance.
Before the reform: hiring a full-time employee was not mandatory (5 million yen in capital was an alternative).
3Japanese Language Ability (Applicant or Employee)
Either the applicant or a full-time employee must have Japanese ability equivalent to level B2 or higher of the Japanese language education framework, proven by one of the following:
- JLPT (Japanese-Language Proficiency Test) N2 or higher
- BJT Business Japanese Proficiency Test score of 400 or higher
- 20+ years of residence in Japan as a mid-to-long-term resident
- Graduation from a Japanese institution of higher education (university, etc.)
- Completion of compulsory education in Japan plus graduation from a Japanese high school
4Background (Degree or Experience)
The applicant must satisfy one of the following:
- A master's degree, doctorate, or professional degree (such as an MBA) in business management or a field related to the business
- 3+ years of practical experience in business management (time spent on startup preparation activities can be included)
5Expert Review of the Business Plan
The business plan must now be reviewed for its concreteness, rationality, and feasibility by a certified SME management consultant (chusho-kigyo-shindanshi), certified public accountant, or licensed tax accountant. An evaluation by an officer or employee of the applicant's own company is not accepted, for reasons of objectivity.
Stricter Review of Office and Business Substance
Using your home as your office is in principle no longer accepted — you must secure independent business premises appropriate to the scale of the business. If most operations are outsourced and the manager has little actual involvement, the activity will be judged not to qualify as "Business Manager" activity.
At renewal, the immigration bureau also checks enrollment in and payment of labor and social insurance, and payment of national and local taxes including corporate tax. Violations of the Labor Standards Act or Minimum Wage Act count against renewal.
Already Hold a Business Manager Visa? (Transitional Measures)

A rumor has spread that "sole proprietors must return home if they cannot prepare 30 million yen in capital" — the Immigration Services Agency has clearly denied this. Sole proprietors are assessed on their total business investment, not capital. If you are worried, start by checking your own situation against accurate information.
Other Practical Points to Note
- From April 15, 2026, applications in Categories 3 and 4 require an additional "declaration concerning the representative of the organization".
- If you are changing from Designated Activities No. 44 (Startup Visa) or No. 51 (Future Creation Individual) to the Business Manager status, whether the old or new criteria apply depends on the issue date of your confirmation certificate — be sure to check it.
